Medicine to Sell without Clinical Data?

In a world where such a behaviour be tolerated, we shouldn’t be surprised if pharmaceutical producers feel encouraged to sell their medicines without disclosing their clinical data to the authorities and the public.
I really do not understand why and how it is possible for the authorities in democratic nations to be able to stay silent and inactive on this matter. Might a sanity-check be needed here?
